Project-Based Voucher Assistance (PBV)
Rockville Housing Enterprises (RHE) has always been at the forefront of innovative housing solutions, and our commitment to providing safe and affordable housing options remains unwavering. As part of our ongoing efforts to meet the diverse housing needs of our community, we proudly participate in the Project Based Voucher (PBV) program, an integral component of the Housing Choice Voucher (HCV) initiative.

Project-based vouchers (PBVs) are a component of an RHE Housing Choice Voucher (HCV) program; RHE uses its tenant-based voucher funding to allocate project-based units to a project. Projects can be selected for PBVs through a competitive process managed by the RHE; although in certain cases projects may be selected non-competitively.

The difference between tenant-based vouchers and project-based vouchers is the subsidy is tied to the unit and is not portable. After being a PBV tenant for 2 years a family may qualify for a tenant-based voucher if available. RHE has project-based vouchers in the following developments;

  • Scarborough Square
  • Beall’s Grant
  • RHE-Single Family Scattered Sites
  • Victory Court
