About Rockville Housing Enterprises
Rockville Housing Enterprises (RHE), established in 1955 as the Housing Authority of the City of Rockville, MD is the Public Housing Authority (PHA) servicing the City of Rockville, MD. RHE assists low and moderate-income individuals and families to transform their lives by providing affordable rental and homeownership housing opportunities to its residents.
As an independent agency that functions under state law, RHE was created by the Rockville Mayor and Council to investigate the need for building and administering such affordable housing in the City as is found to be necessary. Oversight is provided by the RHE Board of Commissioners who are appointed by the Mayor and City Council of the City of Rockville.

Rockville Housing Enterprises Announced
We are pleased to announce that Ms. Christele Etienbla has been appointed as the new Executive Director of Rockville Housing Enterprises. With over a decade of experience in affordable housing and exceptional management skills, she brings extensive knowledge to lead the agency in achieving its mission of providing affordable housing to the citizens of The City of Rockville. In her recent role as Deputy Director at Rockville Housing Enterprises, Ms. Etienbla demonstrated strong leadership by overseeing all financial and operational aspects, contributing to the agency’s status as one of the leading housing agencies in the county. Rockville Housing Enterprises Acquires Scarborough Square
Rockville Housing Enterprises recently acquired Scarborough Square in the city’s College Gardens neighborhood, which provides and preserves 121 affordable housing units in the City of Rockville. Read more >
Rockville Housing Enterprises Celebrates Grand Re-Opening of Parkside Landing
September 2022
The Mayor and Council celebrated the reopening of Parkside Landing Apartments in September. Originally built in 1961 as Fireside Park Apartments, a 2018 fire destroyed three of the buildings, comprising 32 apartments, displacing families. The property has been owned by Rockville Housing Enterprises, the housing authority for the City of Rockville, since 2012. Read more about the grand re-opening >
