The landscape of housing assistance has evolved over the years; one program is the Moderate Rehabilitation Program, fondly known as Mod Rehab.

The Mod Rehab program provides project-based rental assistance to low-income families. When the program began, it was administered locally by Public Housing Agencies like Rockville Housing Enterprises, reflecting the commitment of local authorities to make a difference in the lives of their communities. This eligibility criteria was clear and straightforward: low-income families, defined as those with incomes below 50% of the average median income, and low-income families with incomes below 80% of the average median income, were welcome to apply for assistance.

The application process is fair and transparent. Eligible families are placed on the Rockville Housing Enterprises housing choice voucher or a separate Mod Rehab waiting list. When vacancies emerge in Mod Rehab projects, Rockville Housing Enterprises diligently refers eligible families from its waiting list to property owners. Property owners, entrusted with the responsibility of selecting families for occupancy, conduct screenings to ensure a good match between families and available units.

One of the most cherished aspects of the Mod Rehab program is its rent structure. Families who participated in the program were only required to pay 30% of their adjusted income toward the rent. The financial relief allowed them to allocate their resources to other essential aspects of their lives, such as education, healthcare, and other basic needs.
