RHE Housing Choice Voucher Program

Rockville Housing Enterprises (RHE) administers 414 units in its Housing Choice Voucher (HCV) Program. Formerly known as the Section 8 Program, the HCV program enables households to rent housing in the private market with RHE financial assistance.

The housing voucher may only be used for renting housing within the City of Rockville (Rockville City Map). Additionally the residence must meet program requirements and be determined by RHE to be decent, safe, and sanitary. RHE receives assistance for this program from the US Department of Housing and Urban Development (HUD).

Wait List

To be considered for the Housing Choice Voucher Program, a household must be on RHE’s Housing Choice Voucher Program Wait List. RHE does not accept new applications when the Wait List is closed.

Please periodically check both this Web site and Rockville Reports, the City of Rockville’s monthly newspaper to determine when the wait list will be open again for new applications

Current Wait List Applicants

Applicants, to assure your status remains up to date on the wait list you are required to notify RHE of any changes in your information such as address, telephone number, employment status, and family size. RHE prefers to recieve this in writing.

RHE strives to keep the Wait List current by periodically contacting all wait list applicants by mail to inquire if their status has changed and as to their continued interest in the program. If there is no response by the due date of the notification, RHE will drop the applicant from the wait list.

Income Limits

When an applicant is on the wait list and his/her name comes to the top of the list, the applicant is invited to come to RHE for an interview and to provide RHE certain documents. At that time, RHE will determine whether an applicant meets the income limit requirements for the Housing Choice Voucher Program. (See the Income Limits Chart.)

The US Department of Housing and Urban Development (HUD) requires that 75% of RHE’s new admissions each year meet the extremely low income limits referenced on the Income Limits chart.

Participant Share of Rent

A program participant’s share of the rent is determined by formula (approximately 30% of household income). The resident household pays this amount to the landlord and RHE pays to the landlord the balance of the landlord’s rent up to the RHE Payment Standard for the size unit being rented.

If the rent for the unit exceeds the payment standard, the HCV program participant is required to pay the difference between the payment standard and the landlord rent in addition to their share of the rent established by formula. RHE has established a minimum rent of $50 that the Housing Choice Voucher Program participant must pay regardless of income.
