Who Is Eligible?
Public Housing
Public housing is limited to low-income families and individuals. RHE determines your eligibility based on:
- 1. Annual gross income for your household (using income limits developed by HUD based on household size);
- 2. Whether you qualify as elderly, a person with a disability, or as a family (a family includes a single person);
- 3. U.S. citizenship or eligible immigration status;
- 4. Whether you are able to provide social security numbers for all members of the household; and
- 5. That all household members age 18 or over are willing to sign consent authorization documents to enable RHE to verify income and other information.
If you are eligible, RHE will conduct a criminal check on all family members age 18 or over and check your references to make sure you and your family will be good tenants. RHE will deny admission to any applicant whose habits and practices may be expected to have a detrimental effect on other tenants or on the neighborhood.
Housing Voucher Program
Eligibility for a housing voucher is determined by RHE based on the family’s total annual gross income by family size (see Very Low and Extremely Low income limits) and is limited to US citizens and specified categories of non-citizens who have eligible immigration status. All members of the household must supply social security numbers and all adult members of the household must sign a release of information form authorizing RHE to conduct a criminal background check.
Once an applicant’s name gets to the top of the wait list, RHE will collect information on family income, assets, and family composition. RHE will conduct the criminal background check and determine whether any member of the applicant household has been evicted from public housing or any federally assisted housing. RHE will deny admission to any applicant whose criminal background or eviction history indicates their participation in the voucher program is not appropriate.
