|
Rockville Housing Enterprises (RHE) serves as the Public
Housing Authority for the City of Rockville, providing
affordable rental and home ownership housing to residents of
Rockville.

Housing Choice Voucher Program
(formerly Section 8)
Rockville Housing Enterprises (RHE) administers the
Housing Choice Voucher (HVC) Program for the corporate
limits of Rockville. The HCV Program is a federally funded
program administered by RHE, who sets the Voucher payment
standards bases upon Fair Market Rents established by the
U.S. Department of Housing and Urban Development (HUD).
RHE issues a Voucher to an eligible family that is the
difference between the payment standard and thirty percent
of the family’s adjusted income. The family pays the
difference between the total rent for the unit and the
voucher amount. RHE has a waiting list of applicants and
would advertise in local media prior to opening the list
to additional applicants. Eligibility is determined by
federal income limits and local preferences (living or
working in Rockville). RHE’s Mainstream Disabled Program
provides Voucher assistance to low income disabled
households. The Family-Self-Sufficiency Program (FSS)
provides economic independence and self-sufficiency to HCV
households through supportive services and funding of
escrow savings accounts. RHE’s Housing Choice Voucher
Program can also be used for transition from rental to
purchase of a home. The Voucher payments supplement the
family’s own income to pay the costs of homeownership and
provide additional assurance for a lender, so that the
family can finance purchase of the home. The family must
be admitted to the Voucher Program, must be a first time
homeowner, have completed pre-assistance homeownership
counseling and have a gross income not less than the
current minimum income set by the City of Rockville
Moderately Priced Dwelling Unit (MPDU) Program RHE also
administers a Section 8 Moderate Rehabilitation Single
Room Occupancy Program for homeless men who are in a
treatment program for substance abuse and need case
management and affordable housing through Jefferson House.

RHE Public Housing Program
The Public Housing program is a federal program that
provides decent and safe rental housing to eligible
low-income families, the elderly, and people with
disabilities. The U.S. Department of Housing and Urban
Development provides federal rent subsidies to RHE to
operate the program.
DEVELOPMENTS
David Scull Courts located on First Street in Rockville,
David Scull Courts consists of 76 two-story town homes,
with front and back yards, in home laundry facilities,
playground settings and nearby park. Scattered- Sites
residences are lovely single-family homes with yards,
located on quiet residential streets in the City of
Rockville. Scattered sites are available to current
residents who meet specific criteria and are in good
standing with their lease.
RESIDENT SERVICES
RHE has an active Resident Council that holds monthly
meetings the third Tuesday of each month at David Scull
Courts. The meetings serve as a conduit for improving
the quality of life for residents, and providing general
communications between management and residents.
RHE has an-in house Resident Counselor who is available
for counseling and referral to an array of community
services. Youth and family activities are ongoing for
participating residents. RHE offers a Family Self
Sufficiency Program for its public housing residents.
The FSS Program is a five to seven year program that
assists residents to attain full time employment, meet
specific goals, and build an escrow account toward
becoming a homeowner if so desired. FSS assists
residents to end all dependency on public benefits such
as welfare, food stamps, medical assistance and child
care subsidies.
WHO IS Eligible?
Public Housing is limited to low-income families and
individuals. RHE determines eligibility based on 1)
annual gross income, 2) qualifications as an elderly
person, a person with disabilities, or as a family, 3)
US citizenship or eligible immigration status; and
landlord reference check 4) background check, criminal
records, credit and landlord reference check. RHE may
deny admission to any applicant whose habits and
practices may be expected to have a detrimental effect
on other residents.
APPLICATION Process
Wait List openings are publicly advertised and
applications may be filed in person or by mail at the
open period. Applicants are placed on the wait list by
date time and preference points. The highest preference
points are given to those who live or work in the city
of Rockville.
RENT PAYMENT IN PUBLIC HOUSING
Rent or Total Tenant Payment (TTP) is based on
anticipated gross income less deductions, so that
residents pay the highest of 30% of adjusted income, 10%
of monthly income, or the $50.00 minimum rent.
HOW LONG MAY A PERSON LIVE IN
PUBLIC HOUSING
In general a resident may live in RHE housing if the
resident is in compliance with the lease. If at the
annual reexamination, the family’s income is sufficient
to obtain housing on the private market, RHE may
determine whether the family should stay in public
housing.
MODERATELY PRICED DWELLING UNITS
(MPDU's)
Rockville Housing Enterprises is fortunate in that it is
also the City of Rockville’s redevelopment agency and
thus has the statutory first right to purchase
Moderately Priced Dwelling Units that come on the market
in the City of Rockville. RHE MPDU's serve households at
50% of the area median income or less. Developers of
projects 50 units or greater must construct at lease
12.5% of the units as MPDU’s based on current and
anticipated development.
LINCOLN TERRACE REDEVELOPMENT
RHE is undergoing a change in the public housing
program. The redevelopment of Lincoln Terrace is moving
forward and the sixty-five (65) units of public housing
will be replaced with sixty (60) homeownership units
that will be for a mixed income population. The new
units will be available to low, moderate and market rate
individuals. Demolition of the current project is
scheduled to begin in the fall of 2004. New construction
of home is to begin in early 2005.
